According to the Virgin Islands Cannabis Use Act (VICUA)  of 2023, Virgin Islands Code Title 19 Chapter 34, Subsection 776aaaa, “’Sacramental Usage’ or ‘Sacramental Use’ means lawful use and means of production, transport, and location of use by persons over the age of 21 who are members of an organized religion or faith that is incorporated under title 13 of the Virgin Islands Code who use Cannabis in the sincere exercise of their religion or faith as may be prescribed by the OCR.”

Per the Draft Rules and Regulations issued by the Virgin Islands Cannabis Advisory Board (CAB), all sacramental organizations participating in the VICUA of 2023 must be registered with and follow guidance materials issued by the OCR.

All organizations must be registered with the Lieutenant Governor’s Office of the Virgin Islands prior to applying to the program with the OCR. Information is available on their website.

OCR shall open Sacramental Organization Registrations on January 17, 2024.

Growing on Behalf of Members

Pre-requisite #2

In order to grow Cannabis on behalf of your membership, you must receive consent from the member to grow on their behalf. There are additional requirements should you decide to grow Cannabis which are described on the application. Learn More

Additional Requirements

In order to receive your license as a Sacramental Organization, you must submit the following documentation:

  • Record of any fees charged to members, including charges to grown Cannabis on their behalf
  • Membership Forms (Pre-Requisite #1)
  • Written Permission form (Pre-Requisite #2)
  • Deed or lease agreement that explicitly states the Organization’s authority to grow cannabis.
