The Office of Cannabis Regulation (OCR) oversees and regulates the cannabis industry in the Virgin Islands, including medical, sacramental, and adult-use cannabis, as well as intoxicating hemp and artificially derived cannabinoid products. The OCR ensures licensing, compliance, testing, and enforcement standards are upheld to protect public health and safety.

The mission of the Virgin Islands Office of Cannabis Regulation (OCR) is to allow for the use of cannabis in a regulated system safe for adult and sacramental users and for qualified patients in alleviating symptoms caused by debilitating conditions and their respective treatments.
We envision a future dedicated to protecting and ensuring consumer access and products that are safe, quality tested, and accurately labeled.
The OCR began operations on January 3, 2022, with Adult-Use Legislation signed into law on January 18, 2023. Practitioners, Medical Patients, Caregivers, Sacramental Organizations, Sacramental Users, and Cannabis Agents can all register and apply on The Registry page.
